The Saskatchewan Apprenticeship and Trade Certification Commission (SATCC) is seeking an organized, service oriented, and flexible individuals with accounting experience to join its Finance team as the Training Allowance & Financial Consultant. This is a 2-year term position. The successful candidate must be a team player, a strong problem solver, able to both lead and collaborate, have a reputation for integrity and a focus on service excellence and innovation in their work. The position reports to the Supervisor of Accounting.

Primary responsibilities:

  • Provide general information, advice and counselling regarding The Apprenticeship and Trade Certification Act and Regulations, SATCC’s Operational Policies and eligibility for various programs and certificates, specializing in the Allowance for Training (ATA) and Living-Away-From-Home (LAFH) programs. Recommend modifications to legislation, policies, and procedures primarily in regard to providing allowances for our apprentices.
  • Review, analyze and assess apprentice income support applications in conjunction with the Government of Canada-Employment and Social Development Canada policies.
  • Register apprentices, set up training allowances, and monitor and audit payment of allowances to apprentices including assessing and collecting overpayments.
  • Respond to inquiries and complaints, verbally and in written form.
  • Counsel apprentices, employers, and stakeholders with information on the allowance requirements. Liaise with apprenticeship officials of other federal/provinces, training providers, and trade unions. Interact with the Ministry of Finance and the Ministry of Immigration and Career Training on issues dealing with allowances for apprentices.
  • Develop and maintain a tracking system for audit purposes and to produce tax receipts, T4Es to clients.
  • Provide guidance to SATCC district staff and trainers on the rules regarding the Apprenticeship Training Allowance and the connection to Employment Insurance.
  • Work with computer analyst to address computer problems and development of new system components for the Integrated Income Support System. Identify and provide solutions for IT and business process enhancements, fixes, or changes to meet the needs of clients and resolve ongoing user issues.
  • Prepare reports, budget/forecast, analysis of revenues and expenditures, and explanation of variances related to ATA.
  • Reconcile and verify daily revenue receipts, prepare deposits, refunds, and MIDAS input documents. Enter transactions in MIDAS and MyATC.

The formal knowledge requirement is normally obtained through successful completion of the Business-Accountancy Specialty Diploma Program from and supplemented by related on-the-job experience in the area of financial accounting.
